Neighborhood Service Office and Other Services

An extension of Campus Living, the Neighborhood Service Office (NSO) is a multifaceted office that serves our residential student population. Services include: room key management, student room changes, facility maintenance work order request, room safety inspections, and supply checkout. There is a computer lab with printers located in the College Hill NSO. Both offices are equipped with professional and student staff members ready to assist you.

Room Key Management

Keys for each residence hall are managed by their respective NSO. 48 hour loaner keys/fobs are available upon request during hours of operation. Loaner keys/fobs must be returned within 48 hours to prevent a lock change from occurring in your space and up to a minimum $175 replacement/lock change charge.

Students checking out of their space must return keys to the NSO immediately. Failure to return keys within 24 hours will result in charges for replacement/lock change of a minimum $175 . Please see your Coordinator/RA for proper steps to take to complete your proper checkout.


Student Room Changes

Students have the ability to request a room change at any time through their respective NSO. If a student is looking to change neighborhoods (i.e. move from a College Hill residence hall to a Central or West residence hall), they must visit the NSO of the neighborhood they’re looking to move to.

Please note that room changes do not begin until the seventh class day of each semester. Students looking to move within the first six days of classes must contact their Coordinator.

After receiving keys to their new room, Students have 48-hours to complete their room change. Completion of a room change includes returning keys to the respective NSO within the 48-hour time frame. Students who make an unauthorized room change may be required to return to their original assignment, be denied the opportunity to participate in any other room change, and/or acquire a $200 unauthorized room change fee.

If a resident currently does not have a roommate, the vacant side of the room must remain empty to prepare for the possibility of a future roommate.

Mail Services

The Neighborhood Service Offices receive student mail from USPS, FedEx, UPS, DHL and other mail carriers. U.S. Mail is not delivered on weekends and holidays. Please note that the NSOs do NOT accept Instacart, GrubHub or any other grocery/food delivery services.

Students will receive an email to their ECU email address notifying them when they receive mail or a package. This email notification will come from our EZTrackit mail system (PackageNotification@eztrackit.com) and may differ from any other shipping notifications you receive for package delivery. Students may retrieve their mail with valid photo ID during NSO hours.

Students should inform parents and friends to never send cash through the mail. The following format should be used on all incoming campus mail:

  • Resident’s First and Last Name
  • Residence Hall Name and Room Number/Box Number
  • East Carolina University
  • 1000 E. Fifth St.
  • Greenville, NC 27858-4353

Please make sure that all your mail is addressed using your legal name, as this is the name we have uploaded into our mail system. If mail is addressed using a nickname, it may delay or prevent it from being delivered.

The Neighborhood Service Offices only receives mail and cannot accept any outgoing mail. Outgoing mail can be sent from the post office on 10th Street next to Pirate’s Deli (right across from the Science and Technology building).

Why does my mail carrier (USPS, FEDEX, UPS etc…) say my package has been delivered but the Neighborhood Service Office doesn’t have it? In some cases the notification received indicates that the package was received by the carrier distribution center. Items are then sorted and received to ECU Mail Services which then distribute the mail to the respective NSO.

My mail is missing what do I do now? In most cases mail usually finds its way to the correct office. Delays are caused most commonly by wrong addressing, such as not listing the students name, hall or room number correctly. If you are expecting something and have not received it after a few days let the NSO know and they will do periodic searches for it. If using FEDEX or UPS there will most likely be a signature for the package. This information will be helpful in determining where your package may be.


Room Safety Inspections

Campus Living staff members conduct a safety inspection of every student room once each semester to ensure the safety of all students within our residential communities. Safety inspectors are trained to look for fire hazards, health and safety violations, and any unauthorized items within the room.

The resident will receive an email after the inspection is completed to notify of any violations. If violations are documented, the resident of the room will need to correct the violation before the re-inspection of the room occurs. Failure to correct the safety violation before re-inspections will result in disciplinary action.


Laundry – Washers and Dryers

Campus Living provides a central laundry room per hall, or a smaller laundry room on floors in Fletcher Hall, Tyler Hall, and in College Hill Suites.  Laundry fees are included in the student housing fees.  There is no additional charges.  Hall washers and dryers are for the use of residents only.
